Senate Committees


The Rules Committee is a standing committee of the Pennsylvania House of Representatives.

Per the House Rules, the Rules Committee is made up of the Speaker of the House, the majority and minority leaders, the majority and minority whips, the majority and minority chairs of the Appropriations Committee, and twelve members appointed by the Speaker and fourteen members appointed by the minority leader. The majority leader serves as the chair.[1]

At least fifty percent of the committee members must be present to establish a quorum.[1]

Function

Rule 46 of the General Operating Rules of the House describes the function of the Rules Committee as follows:

The committee shall make recommendations designed to improve and expedite the business and procedure of the House and its committees, and to propose to the House any amendments to the rules deemed necessary. The committee shall also do all things necessary to fulfill any assignment or duty given to the committee by and resolution, or other rule of the House of Representatives.[1][2]
