Robert E. Cowen is a federal judge on senior status with the United States Court of Appeals for the 3rd Circuit. He joined the court in 1987 after being nominated by President Ronald Reagan.[1]

Early life and education

A native of Newark, New Jersey, Cowen earned his bachelor's degree from Drake University in 1952 and his LL.B. from Rutgers University School of Law in 1958.[1]

Cowen was nominated by President Ronald Reagan on August 7, 1987, to a seat vacated by Judge James Hunter III as Hunter assumed senior status. Hearings on Cowen's nomination were held before the United States Senate Committee on the Judiciary on October 20, 1987, and his nomination was reported by then-U.S. Sen. Joseph Biden (D-Del.) on November 5, 1987. Cowen was confirmed by the unanimous consent of the U.S. Senate on November 6, 1987, and he received his commission on November 9, 1987. Cowen assumed senior status on September 4, 1998.[1][2] He was succeeded in this position by Judge Julio Fuentes.

District of New Jersey

Cowen was nominated to the United States District Court for the District of New Jersey by President Ronald Reagan on October 7, 1985, to a new seat created by 98 Stat. 333. Hearings on Cowen's nomination were held before the Senate Judiciary Committee on October 30, 1985, and his nomination was reported by U.S. Sen. Strom Thurmond (R-S.C.) the next day. Cowen was confirmed on a voice vote of the United States Senate on November 1, 1985, and he received his commission on November 4, 1985. Cowen resigned from the district court on November 16, 1987, upon his elevation to the Third Circuit Court of Appeals.[1][3] Cowen was succeeded in this position by Judge Alfred Wolin.
