Four of the seven seats on the North St. Paul-Maplewood-Oakdale School District 622 school board were up for at-large general election on November 8, 2016. In their bids for re-election, incumbents Theresa Augé, Steve Hunt, Nancy Livingston, and Becky Neve faced challengers Richard Bennett, Crystal Coleman, and Danny Porter. All four incumbents won re-election to their seats. In addition to choosing which candidates to elect to the board, citizens of the school district voted on an increase to the district's operating levy.[1][2][3]

Voter and candidate information

The North St. Paul-Maplewood-Oakdale School Board consists of seven members elected to four-year terms. Elections are held at large on a staggered basis every November of even-numbered years. Three seats were up for election on November 4, 2014, and four seats were up for election on November 8, 2016. There was no primary election.[2][4]

To run in this election, school board candidates had to be at least 21 years old, residents of the school district for at least 30 days before the date of the election, and able to vote in Minnesota. They also had to register with the school district by August 16, 2016.[5] Any candidate wishing to withdraw their candidacy had to do so by August 18, 2016.[6]

To vote in this election, residents of the district had to register by October 18, 2016.[7] Photo identification was not required to vote in Minnesota.[8]

Operating levy

In addition to choosing four candidates to serve on the school board, citizens of the district voted on a $630-per-student increase to the district's operating levy. The district asked for an operating levy increase in 2015, but it was defeated. For 2016, the district cut the requested increase by one-third.[12] It was approved with over 54 percent of the vote.[13] The question appeared on the ballot as follows:

The board of Independent School District No. 622 (North St. Paul-Maplewood-Oakdale) has proposed to increase its general education revenue by $630 per pupil. The proposed referendum revenue authorization would increase each year by the rate of inflation and be applicable for ten years unless otherwise revoked or reduced as provided by law.

Shall the increase in the revenue proposed by the board of Independent School District No. 622 be approved?[14]

The North St. Paul-Maplewood-Oakdale School District 622 is located in Ramsey County in eastern Minnesota. The county seat is St. Paul. Ramsey County was home to 538,133 residents in 2015, according to the United States Census Bureau.[16] The district was the 12th-largest school district in the state in the 2013–2014 school year and served 10,742 students.[17]

Demographics

Ramsey County outperformed Minnesota as a whole in terms of higher education achievement from 2010 to 2014. The United States Census Bureau found that 39.8 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 33.2 percent of state residents. The median household income for Ramsey County was $55,460, compared to $60,828 for the entire state. The percentage of people in poverty was 16.5 percent, while it was 11.5 percent statewide.[16]
