This scorecard is a crucial resource for the citizens of Washington State. It recognizes our elected leaders that support sound policies for children while calling out those who are barriers to positive change.

legislators voted to approve all of the following bills.
To rate legislators, CCF used votes on several key policy and budget-related bills. A detailed table with votes for each bill follows the bill descriptions.
Youth Opportunities Act (House Bill 1651)
Passed House 97-0, Passed Senate 48-0
This bill was passed unanimously, after long negotiations from its sponsors and lots of advocacy from across the state. This bill will protect certain confidential juvenile offense records from being published, distributed, or sold. Before this bill all juvenile offense records could be sold and published. Washington now joins more than 40 other states in protecting youth and giving them a real chance at rehabilitation and a new life.
Real Hope (Senate Bill 6523)
Pass Senate 35-10, Passed House 75-22
This bill allows for immigrant children granted deferred action known as the DREAMers, who have been educated in WA State to apply for state financial aid to attend college. There was a lot of debate about this bill. It originally began as the Dream Act in the House but was stalled and did not get voted on the in state Senate. Eventually the state senate crafted a version of this bill, called the Real Hope Act which was passed with strong majorities by both the state house and senate.
Consistency in Childcare (HB 2519)
Passed House 90-8, Passed Senate 46-2
Establishes that a child who received family assessment response services and is eligible for the working connections childcare program for a twelve-month enrollment period. Before this bill children would have to be reassessed for eligibility every quarter or 6 months often resulting in lapses in services.
Legal Representation for youth (SB 6126)
Passed Senate 47-0, Passed House 97-0
Requires the court to appoint an attorney for a child in a dependency proceeding within 72 hours of granting a petition to terminate the parent and child relationship.
Homeless Students Ave (SB 6074)
Passed Senate 48-0, Passed House 90-6
This bill requires the Office of Superintendent of Public Instruction to collecting data, partner with local organizations and providing training for school officials to identifying and support students who may be experiences homelessness.
Prudent Parent Act (SB 6479)
Passed Senate 37-12, Passed House 97-0
Authorizes caregivers to provide or withhold permission, without prior approval of the caseworker, the department of social and health services, or the court, to allow a child in their care to participate in normal childhood activities based on a reasonable and prudent parent standard. Prior to the passage of this bill many children in foster care have missed out on normal childhood experiences because they and their caregivers were required to waiting for approval from government offices.
Extending Foster Care (HB 2335)
Passed Senate 49-0, Passed House 86-10
Requires the department of social and health services and supervising agencies to provide extended foster care services, within amounts appropriated specifically for this purpose, to non-minor dependents who are engaged in employment for at least 80 hours per month.
Early Start Act (HB 2377)
Passed House (64-33), Was not voted on in the Senate this session
Establishes the early start act. Prioritizes the integration of childcare and preschool in an effort to promote full workday programming. Rewards quality and creates incentives for providers to participate in a quality rating and improvement system that will also provide valuable information to parents regarding the quality of care available in their communities.
