"Based on the book: 'The Plot to Subvert Wartime New Zealand' by Hugh Price"

New Zealand con man Syd Ross is released from prison during World War II. He convinces New Zealand Prime Minister Peter Fraser that there is a Nazi conspiracy to take over New Zealand. Fraser contacts Major Folkes, the head of intelligence. Folkes believes the story and gets to work. He orders Ross to gather evidence in the meantime.
