Kenkei tai Soshiki Boryoku plot
In a provincial town plagued by a gang war, a police inspector is charged with investigating organized crime. He maintains good relations with the leader of one of the two rival yakuza gangs, a relationship based on their common destiny as comrades in arms on the fringes of society. The contacts are a thorn in the side of a city councilor and ex-yakuza, who behind the scenes does everything possible to frustrate the relationship. As a result, the two become filled with a mutual distrust that leaves them no choice but to take each other's lives.
