This Order brings section 99 of the Countryside and Rights of Way Act 2000 (“the Act”) into force on 30th January 2001.

These Regulations provide for an increase from £14.50 to £15.50 in the fee payable by undertakers for inspections of their work by street authorities in Wales under regulation 3(1) of the Street Works (Inspection Fees) Regulations 1992 (S.I. 1992/1688). The Street Works (Inspection Fees) (Amendment) Regulations 1998 (S.I. 1998/978) (which provided for an earlier increase in the fee) are revoked so far as they apply to Wales.

Under Part VII of the Housing Act 1996 (“the 1996 Act”) local housing authorities have a duty to provide accommodation to those who are homeless, eligible for assistance, and in priority need.

These Regulations amend the Housing (Preservation of Right to Buy) Regulations 1993 which modify Part V of the Housing Act 1985 (the right to buy) for cases in Wales where an authority or body disposes of a qualifying dwelling-house let to a secure tenant and the tenant’s right to buy is preserved by section 171A of that Act. The amendments do not apply, however, where the disposal to which section 171A applies was made before the date on which these Regulations come into force.

This Order specifies two bodies as approved lending institutions for the purposes of section 156 of the Housing Act 1985 (priority of charges on disposals under the right to buy).

Sections 12, 17 and 27 of the Housing Grants, Construction and Regeneration Act 1996 (“the 1996 Act”) set out the purposes for which grants for the renewal of private sector housing may be given. The Secretary of State has the power under sections 12(1)(i), 17(1)(j) and 27(1)(j) to specify other purposes by order. This power is now exercisable in relation to Wales by the National Assembly for Wales.
