These Regulations together implement Council Directive 2003/4/EC on public access to environmental information and repealing Council Directive 90/313/EEC (OJ No L 41, 14.2.2003, p26). S.I. 2004/520 implements Directive 2003/4/EC as regards Scottish public authorities. (Scottish public authorities are defined in regulation 2 of those Regulations).
