there isn't a revival of city pop, it's a rediscovery of music that was made in past, yes it does get popular now or at least it was but there isn't any new actual city pop because there isn't much that exactly defines city pop as genre except the time it was made in and the fact it's heavily influenced by outside music. As for modern kirinji, it's definitely j-pop nothing else, older kirinji maybe city-pop but albums made when the second brother left just kept getting more poppy but always with something "spicy". Have you heard album 11? that's for sure no city pop, not at all, what about 11 extra or neo, they are not city pop in slightest. Also city pop is literally root of japanese pop (jpop right), there were transitions in japanese pop and one of the key transtion was city pop but it was never named like this, we named it *ish*, at that time it was just called jpop.

city pop is a special case because its not a name that was made back then, city pop as name purely exists to describe japanese pop music (jpop) from 70-90 sometimes even 2000. I would even say city pop is a not a genre but a time frame name. What's also important is "city pop" was not made by japanese people, more likely west, it came up together with creation of vaporwave and future funk.
