港口国措施协定是专门针对非法、不报告和不管制（IUU）捕鱼的首个有约束力的国际协定。其目标是通过阻止从事了IUU捕鱼的船舶利用港口和卸货来预防、阻止和消除IUU捕鱼。这样，PSMA降低了这类船舶继续作业的动机，同时又阻碍了来自IUU捕鱼的渔业产品进入国内和国际市场。有效实施PSMA从根本上有助于对海洋生物资源和海洋生态的长期养护和可持续利用。PSMA的条款适用于寻求进入一国指定港口的外国渔船。
