Nach einem fünfzigjährigen Krieg zwischen der Europäischen Union und der asiatischen Föderation, liegt die Welt in Trümmern und die Bevölkerung leidet unter dem Einsatz von biologischen, chemischen oder atomaren Massenvernichtungswaffen. Die asiatische Föderation hatte zwar schlussendlich gesiegt, aber die Welt ist noch nicht zur Ruhe gekommen: Noch immer kämpfen Widerstandsgruppen gegen die asiatischen Besatzer.

Professor Azuma forscht zur gleichen Zeit an einer Möglichkeit Organe oder Körperteile für Menschen zu züchten, um so das Überleben der Menschheit zu erleichtern. Er möchte damit insbesondere seine schwerkranke Frau retten. Um seine Forschungen zu finanzieren, geht er einen Pakt mit dem Militär ein. Diese erhoffen sich verwundete Soldaten schnell wieder einsatzfähig zu machen. Doch dann kommt es zu einen Unfall und aus der Nährlösung entsteht eine neuartige Lebensform, die Neo-Sapiens. Das Militär versucht den Zwischenfall zu vertuschen und die Neo-Sapiens zu beseitigen, doch einige können entkommen und schwören sich an der Menschheit zu rächen …
