Prioritizing medical devices

Medical devices are indispensable tools for quality health care delivery, but their selection and appropriate use pose a significant challenge in many parts of the world. Medical devices include from a syringe, catheters and surgical mask, to complex devices like pacemakers and prothesis to magnetic resonance.

WHO global lists of priority medical devices help improve access to suitable medical devices, increase safety, support quality of care and strengthen health care systems. These lists facilitate decision-making for health professionals in the areas of health policies, strategic planning, health technology assessment, resource allocation, procurement, biomedical engineering, regulation and facility assessment.

Under the Priority Medical Device Project, WHO is continuously updating this list of priority medical devices needed for the management of high-burden diseases, such as cancer and COVID-19, and for specific populations such as older adults, pregnant women and newborns. Key medical devices are identified in the lists based on their appropriateness and use to prevent, diagnose or treat a diseaseThe lists are meant to assist countries in developing or updating their national essential or priority lists, to promote their availability to support universal health coverage. The lists should be adapted to the countries understanding what technologies are available, and suitable for their particular context.

Priority Medical Devices Information System (MeDevIS)

What is MeDevIS?

MeDevIS (Priority Medical Devices Information System) is an open access electronic database of medical devices. WHO developed it as part of a mandate of Member States (WHA60.29*). MeDeVIS compiles the devices that appear in WHO lists of Priority Medical Devices (PMD) and other related products.

An evidence-based methodology to select PMD was established in 2010 and by 2021, the PMD series includes:

  1. Interagency list of priority medical devices for essential interventions for reproductive, maternal, newborn and child health
  2. WHO list of priority medical devices for cancer management
  3. WHO List of Priority Medical Devices for management of cardiac diseases, stroke and diabetes
  4. Priority medical devices list for the COVID-19 response and associated technical specifications

This series describe the medical devices required to deliver interventions. Such interventions expand across different levels of healthcare and aim to:

  • Promote Universal Health Coverage (UHC)
  • Assist emergency and outbreak preparedness
  • Improve the wellbeing of the population

MeDevIS aim is to globally promote: the selection, planning and safe use of accessible, appropriate and affordable medical devices for: prevention, diagnosis, treatment, rehabilitation and palliation. As medical technology and the needs for medical devices evolve, MeDevIS would as well. Therefore, WHO is constantly up-dating and expanding its content.

COVID-19 Response

WHO developed interim PMD lists for the COVID-19 response. MeDevIS also includes these interim guidance:

  1. Priority medical devices list for the COVID-19 response and associated technical specifications
  2. Technical specifications of personal protective equipment for COVID-19

MeDevIS and other WHO electronic resources

WHO has developed a series of open access electronic databases to support the scale-up of Universal Heath Coverage (UHC). The lists aim to increase access to health products for intervention delivery packages. Electronic databases ensure access to the latest information since they can be updated and expanded.
