He convinced Ash and his friends, whom he just met, to participate in a Pokémon Balloon Race. His father Tenma lent Ash and his friends a Pikachu-shaped balloon. During the course of the race, Team Rocket sabotaged many of the competition's balloons and then cheated by using a rocket launcher on Ash's Noctowl and Pikachu.
