Mike McGinness
Mike McGinness (b. April 12, 1947) is a former Republican member of the Nevada State Senate, representing the Central Nevada District from 1992 to 2012, departing after serving as Minority Floor Leader.
McGinness was Chair of the Churchill County School Board from 1984 to 1988. He served in the Nevada State Assembly from 1988 to 1991. He has also served as a member of the Churchill County Republican Central Committee. In 2008, the National Rifle Association Political Victory Fund gave Senator McGinness an A; this grade was given based on his lifetime voting records on gun issues and a questionnaire sent to candidates.[1]
McGinness passed away on February 9, 2025.[2]
Biography
McGinness earned his B.A. from the University of Nevada, Reno. His professional experience includes being the manager of radio station KVLV. He served in the Nevada Air National Guard from 1969 to 1975.[1]

McGinness and Barbara Cegavske said they crafted a plan that respected the then-current numerical strength of various regional, ethnic, partisan, and individual community groups without infringing on the rights of other Nevadans to effectively participate in the electoral process. The Republican lawmakers' provided details on their website.
The U.S. Census Bureau outlined the ideal population to be 675,138 for each of Nevada’s Congressional districts, 128,598 for state Senate Districts, and 64,299 for state Assembly districts. The Republican plans showed minimal disparity from these ideal populations.[3]

In 2012, Schneider was one of four senators and one representative to be the first senators and representatives term limited by Nevada's 1996 amendment. The 1996 amendment did not go into affect until canvassed by the Supreme Court on November 27, 1996, so legislators elected that year -- and sworn in on November 5, 1996 -- were not affected by the bill until their re-election in 2000.[4]

On November 2, 2004, McGinness won re-election to the Central Senatorial District Seat in the Nevada State Senate, defeating opponents Ken Grennwell and Freddie Warman.[6]

The Nevada Policy Research Institute, a Nevada-based conservative-libertarian think tank, releases a "Legislative Report Card" evaluating members of the Nevada State Legislature on "each lawmaker's voting record on legislation impacting the degree of economic freedom and education reform." Bills determined by the Institute to be of greater significance are weighted accordingly. According to the Institute, "a legislator with a score above 50 is considered to be an ally of economic liberty."[9]

McGinness received a score of 52.61 percent in the 2011 report card, ranking 18th out of all 63 Nevada State Legislature members.[9]
