To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the Missouri State Senate and the Missouri House of Representatives.

The amendment was introduced in the Missouri House of Representatives on January 4, 2023. On March 7,, 2023, the House voted 101-45 to pass the amendment. The Senate did not vote on the amendment before the end of the legislative session.[2]
