Three of the seven seats on the Manitowoc School District school board were up for at-large general election on April 5, 2016. Incumbents Keith Shaw, Dave Longmeyer and Dave Nickels all filed for re-election. They faced challengers Elizabeth Williams, James Koldoff and James Leist. Ultimately Nickels, Shaw, and Williams won seats on the district board.[1]

Voter and candidate information

The Manitowoc Board of Education consists of seven at-large members elected to three-year terms. In order to run for the board, candidates must file with the school district clerk. A primary election would have been held on February 16, 2016, if the number of candidate filings was more than double the number of seats up for election. Because only six candidates filed for the three available seats, they all ran in the general election.

To be elected to the board, candidates must reside in the boundaries of the school district for 28 days prior to the filing of a "Declaration of Candidacy" form.[2] Candidates must also be 18 years old and citizens of the United States. Unless pardoned, those who have been convicted of a felony are not eligible for election to office in Wisconsin.[3]

Candidates had until January 5, 2016, to collect between 100 and 200 signatures for their nomination papers. The signatures had to come from residents of the district where the candidate sought election, but the petition circulators were not required to reside in the district or municipality. Circulators were required to be U.S. citizens and 18 years or older.[4]

Tax levy increased
Superintendent Mark Holzman

The tax levy in the Manitowoc School District increased by seven percent during the 2015-2016 school year to about 54 cents per $1,000 of property value. The Manitowoc school board approved this measure, which was lower than predicted in earlier budget meetings. An April 2015 referendum capped the allowable levy increase for programs and services at $1 million dollars. The district did not levy this full amount but may need to do so in the 2016-2017 school year, according to district business manager Ken Mischler.

The district’s 2015-2016 budget totaled $71,372,055. The Manitowoc School District also received state aid totaling $29,695,927, an increase of half a million dollars over the 2014-2015 school year. This increase in state aid along with a decrease in district debt payments helped to keep the tax levy lower than previously expected. Superintendent Mark Holzman said that school voucher payments could play a significant role in the district's future budgets if the number of students receiving vouchers continued to rise.[10]

The Manitowoc School District is located in Manitowoc County in east-central Wisconsin. The county seat is Manitowoc. The county was home to 80,160 residents in 2014, according to the United States Census Bureau.[11] The district was the 31st-largest school district in the state in the 2013–2014 school year and served 5,210 students.[12]

Demographics

Manitowoc County underperformed in terms of higher education achievement compared to Wisconsin as a whole. The United States Census Bureau found that 18.7 percent of county residents aged 25 years or older had attained a bachelor's degree, compared to 26.8 percent of all state residents. The median household income for Manitowoc County was $48,881 in 2013, compared to $52,413 for Wisconsin as a whole. The county and state poverty rates were 9.7 percent and 13.0 percent, respectively.[11]
