Six seats on the Lawrence Public Schools School Committee were up for general election on November 3, 2015.

The seats of all incumbents, with the exception of Mayor Daniel Rivera, were up for election.[1] In the District C race, incumbent Pavel M. Payano defeated challenger Amy Berard. District E incumbent Patricia Mariano won re-election against Homayoun Maali. This was a rematch from 2013, as Mariano defeated Maali in that race.[2]

In the races for Districts A, B, D and F, no prospective candidates submitted nomination petitions for certification by the Lawrence Board of Registrars by the filing deadline on August 5, 2015.[2] There were only three write-in candidates who received the 50-vote minimum necessary to win election to the committee and placed ahead of other write-ins in their district. Kemal Bozkurt received 70 votes and Emmanuel Castaneda received 62 votes in District A, while Francisco Paulino received 78 votes in District B.[3][4]

The board needs at least four sitting members to conduct business and at least one of the write-in candidates needed to accept a committee spot to meet that threshold.[3] In January 2016, the committee was able to conduct business as all six seats were filled. If the seats were not filled, the Lawrence City Council could have appointed new members or board members who did not file for election could have served until vacancies were filled.[5]

The lack of competition for committee seats stems from a 2012 takeover of the district by state officials. The takeover occurred after the district was deemed "chronically underachieving" and placed in the hands of a receiver through at least 2018.[6] The Lawrence School Committee lacks authority to make substantive decisions and provides non-binding recommendations to the state receiver.[5]

Lawrence Public Schools is located in Essex County, Mass.

Lawrence Public Schools is located in northeast Massachusetts in Essex County. The county seats are Lawrence and Salem. This county was home to 762,550 residents in 2014, according to the United States Census Bureau.[7] In the 2011-2012 school year, Lawrence Public Schools was the seventh-largest school district in Massachusetts and served 12,900 students.[8]

Demographics

Essex County underperformed compared to the rest of Massachusetts in terms of higher education achievement in 2013. The United States Census Bureau found that 36.6 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 39.4 percent for Massachusetts as a whole. The median household income in Essex County was $67,311, compared to $66,866 for the state of Massachusetts. The poverty rate was 11.2 percent, compared to 11.4 percent for the entire state.[7]

Voter and candidate information

The Lawrence School Committee consists of seven members, six of whom are elected by district to two-year terms. The seventh member is the Mayor of Lawrence, who was not up for election in 2015. The primary election was held on September 22, 2015, and the general election was held on November 3, 2015.

Individuals interested in running for the board began obtaining nominating papers on April 1, 2015. The filing deadline for the 2015 general election was August 18, 2015.[10]
