The Kentucky Casino Gambling Amendment was not on the 2014 ballot in the Kentucky as a legislatively referred constitutional amendment. The measure, which moved through the Kentucky State Legislature as House Bill 67, would have allowed casino gambling in the state, regulated by the Kentucky General Assembly.[1]

The full text of HB 67, which proposed alterations to Section 226 of the Kentucky Constitution is below:[1]

Section 1. It is proposed that Section 226 of the Constitution of Kentucky be amended to read as follows: (1) The General Assembly may establish a Kentucky state lottery and may establish a state lottery to be conducted in cooperation with other states. Any lottery so established shall be operated by or on behalf of the Commonwealth of Kentucky. (2) The General Assembly may by general law permit charitable lotteries and charitable gift enterprises and, if it does so, it shall:
organizations;
(3) The General Assembly may by general law permit casino gaming. Laws enacted pursuant to this subsection shall strictly regulate casino gaming and shall adopt any standard the General Assembly deems necessary to ensure honesty, integrity, public confidence, and effective regulation in the operation of casino gaming. (4) Except as provided in this section, lotteries and gift enterprises are forbidden, and no privileges shall be granted for such purposes, and none shall be exercised, and no schemes for similar purposes shall be allowed. The General Assembly shall enforce this section by proper penalties. All lottery privileges or charters heretofore granted are revoked. Section 2. This amendment shall be submitted to the voters of the Commonwealth for their ratification or rejection at the time and in the manner provided for under Sections 256 and 257 of the Constitution and under KRS 118.415. The question to be submitted to the voters shall read as follows: "Are you in favor of permitting the General Assembly to pass laws authorizing casino gaming?[2] |

Path to the ballot

HB 67 was introduced on January 7, 2014. As of March 11, 2014, it was in the House Licensing and Occupations Committee. If 60% of the membership of each chamber of the Kentucky General Assembly had approved the bill, a proposed amendment would have been placed on the ballot at the next general election on November 4, 2014. However, this bill died in the general assembly.
