An effort in West Plains, Missouri, to recall Mayor Jack Pahlmann was initiated in November 2020. Recall organizers submitted a notice of intent to recall on November 23, 2020.[1] On December 10, 2020, Pahlmann announced that he was retiring as mayor effective April 30, 2021. He said his decision to retire had nothing to do with the recall effort against him.[2]
Recall supporters
The recall effort was initiated in response to a mask mandate put into effect by the city council in November 2020. Members of the group organizing the recall accused the city council of voting on the mask mandate without enough input from the public. Pahlmann and councilmembers Josh Cotter and Jessica Nease voted in favor of the mandate. The group sent formal letters seeking the resignation of Cotter and Nease but did not submit notices of intent to recall against the two councilmembers.[3]

Pahlmann responded to the letter requesting he resign, saying, "I don’t feel like doing that at the moment..."[1]

Recall organizers sent an email to Pahlmann on November 9, 2020, formally requesting his resignation. He gave his response the following day. Petitioners submitted a notice of intent to recall to the city clerk on November 23, 2020. City Attorney Charles Cantrell issued a statement on December 3, 2020, that the reasons given on the recall affidavit for a recall election didn't meet the standard of incompetence or misconduct by the official. The recall effort didn't move forward following Pahlmann's announcement that he would retire in April 2021.[1][2][3]
