Between fiscal years 2008 and 2014, full-time student enrollment in the nation's public postsecondary institutions increased by just under 1,000,000 students, or about 8.6 percent. However, between fiscal years 2013 and 2014, enrollment declined by 1.3 percent. According to the State Higher Education Executive Officers Association, college enrollment typically rises during economic downturns and declines as the economy improves.

Between 2008 and 2014, full-time student enrollment in public higher education institutions decreased in only one state: Illinois. Between 2013 and 2014, enrollment declined in 42 of the 50 states. See the table below for additional state-specific information.[1]

2013

In 2013, approximately 57 percent of the nation's postsecondary students (including those attending both two-year and four-year public and private schools) were white. Hispanic students accounted for 15.2 percent of the total student population, followed closely by black students at 14.1 percent. Other racial and ethnic groups comprised the remainder. During that time, 59.3 percent of the nation's general population was white, 15.8 percent was Hispanic and 14.7 percent was black, with other groups making up the remainder. The table below provides demographic information for both the postsecondary student and general populations by state in 2013.[3]

During that time, 60.3 percent of the nation's general population was white, 15 percent was Hispanic, and 14.9 percent was black, with other groups making up the remainder.
