An executive order is a directive issued by the governor that regulates administrative agencies within the executive branch. Governors use executive orders in a variety of ways, to include creating commissions, declaring state of emergencies, and managing administrative agencies.[1]

State governors issued 1,514 executive orders in 2023.

HIGHLIGHTS
  • Georgia Gov. Brian Kemp (R) issued the most executive orders (525) in 2023.
  • Alaska Gov. Mike Dunleavy (R) issued the fewest executive orders (zero) in 2023.
  • Republican governors issued 997 executive orders, while Democratic governors issued 517.
  • Governors issued 1,575 executive orders in 2022. This count excludes Hawaii, as Ballotpedia had not identified counts as of May 16, 2023.

    State executive action is left to each state's governor. According to the National Governors Association, the governors of the states find authority to issue executive orders in a number of places, including state constitutions, case law, statutes, or authority inferred from the general powers granted to state executives. Governors use executive orders in a variety of ways, from creating commissions to managing administrative agencies.[1]
