Fort Zumwalt R-II School District is located in St. Charles County, Mo.

Fort Zumwalt R-II School District is located in east-central Missouri in St. Charles County. The county seat of St. Charles County is St. Charles. St. Charles County is home to 373,495 residents, according to the United States Census Bureau.[1] In the 2011-2012 school year, Fort Zumwalt R-II School District was the sixth-largest school district in Missouri and served 18,977 students.[2]

Demographics

St. Charles County outperformed the rest of Missouri in terms of higher education achievement in 2013. The United States Census Bureau found that 35.1 percent of St. Charles County residents aged 25 years and older had attained a bachelor's degree compared to 26.2 percent for Missouri as a whole. The median household income in St. Charles County was $71,077 compared to $47,380 for the state of Missouri. The poverty rate in St. Charles County was 5.8 percent compared to 15.5 percent for the entire state.[1]

Voter and candidate information

The Fort Zumwalt R-II School District Board of Education consists of seven members elected at large to three-year terms. There is no primary election, and the general election was held on April 8, 2014.[4] Three at-large seats were on the ballot in 2014, two seats were on the ballot in 2015, and the remaining seats appeared on the ballot in 2016.[5]

The filing deadline for school board candidates to get on the ballot in the general election was January 28, 2014.[6]

What was at stake?

Three at-large seats on the school board were up for election on April 8, 2014. Incumbent Renee Porter was the only incumbent to file seeking re-election. She was opposed by nine challengers.[4]

Issues in the district

Possible increased state funding

Fort Zumwalt R-II School District is projected to receive an additional $6.4 million in state funding in fiscal year 2015 if Governor Jay Nixon's proposal to partially fund the foundation formula is approved by the Legislature. The district would receive the third most additional funding in the state if the proposed legislation was passed. On January 21, 2014, Governor Nixon called on the Legislature to approve a $278 million increase for the formula, half of the amount needed for full funding. Kurt Schaefer, member of the Senate Appropriations Committee said that a $278 million increase was not feasible.[9]
