Dennis Malloy (Democratic Party) is a member of the New Hampshire House of Representatives, representing Rockingham 24. He assumed office on December 7, 2022. His current term ends on December 2, 2026.

Malloy (Democratic Party) ran for re-election to the New Hampshire House of Representatives to represent Rockingham 24. He won in the general election on November 5, 2024.

Biography

Malloy was born in Cedar Rapids, Iowa.[1] Malloy earned a bachelor's degree in English from Coe College in 1975 and a master's degree in journalism/mass communication from Iowa State University in 1978. His career experience includes working as the chief development officer of New Hampshire Public Television and a dispute resolution arbitrator with the Financial Industries Regulatory Authority (FINRA). Malloy has been affiliated with the Great Bay Stewards, New Generation, Inc., the Seacoast YMCA, and Leadership New Hampshire.[1][2]

The signature filing deadline for candidates wishing to run in this election was June 13, 2014. Incumbent Dennis Malloy and Jacalyn Cilley were unopposed in the Democratic primary, while Len Turcotte and Jenny O. Wilson defeated Devon Claire Boyd and Seamus Casey in the Republican primary. Malloy, Cilley, Turcotte and Wilson faced off in the general election.[7] Cilley and Turcotte defeated incumbent Malloy and Wilson in the general election.[8]

Dennis Malloy is now in his third term in the NH House of Representatives. In 2012 he was elected to the House from Barrington.

In 2015 he and Laura moved to Greenland to be closer to their business, Malloy Interiors, located in Portsmouth. He has represented the towns of Greenland and Newington for the last two terms and currently serves as clerk of the Ways and Means Committee that focuses on bills related to state revenue.

Dennis and his wife grew up in Iowa where they both graduated from college and began their professional careers. Dennis holds degrees from Coe College in Cedar Rapids and Iowa State University in Ames.

In Iowa, Dennis served on the Board of Directors of the Central Iowa Red Cross and the Polk County Cancer Society and was Director of Community Relations and Development at Iowa Public Television.

In New Hampshire Dennis served as the Chief Development Officer for NH Public Television and is an arbitrator with the Financial Industries Regulatory Authority (FINRA) that provides oversight and regulatory leadership to the securities industry.

I serve on the NH House Ways and Committee that studies NH non-federal revenue sources. The Ways and Means Committee is responsible for accurate state tax revenue projections so that the House Finance Committee knows exactly how much money is available for allocation to state agencies. This information is used to create a balanced operating budget that is required by law. The accuracy of this work is critical to not only operating state agencies but prevents unfunded mandates being forced upon local town budgets which in turn, puts pressure on local property taxes. Balanced budgets and controlling personal property taxes at the town level are two public policy areas that are of critical importance to me and this is the best way to prevent the establishment of broad based taxes.
My mentor, the late George Carpenter. A natural leader and gentleman who served as a Navy captain in the Korean Conflict and President and General Manager of commercial and non-commercial broadcasting.
Understanding that serving your local communities is the most important thing as a state legislator. These are the people who elected you and one should do everything possible to reflect their needs and concerns in Concord.
Dedication to serving local constituents, and I possess a wide range of management experience in both commercial and non-commercial organizations. Working in both of these kinds of organizations gives one a perspective of the challenges faced.
Pay close attention to the local elected boards and commissions and understand the stresses and opportunities with which they are presented. These are the folks "on the ground" who can help a state representative provide even better local service.
That I was considered a contributing member of society through volunteer and political leadership.
Their size is the biggest difference. The House members have no staff assigned to them, while the Senate members have staff and more resources on which to do their job.
Not necessarily. It's most important that state legislators understand the processes and procedures in the House so that they can effectively usher legislation through the chamber. Anyone who's worked on a project with a team of people can adapt easily to enacting bills.
More equitable distribution of money for pubic education

Instituting the new 10 year state road plan
Providing affordable accessable health care

Removing PFAS chemicals from drinking water
This is important especially on complex pieces of legislation that institute policy and law changes. It's also important to enlist the help of the Department of Revenue Administration and other affected state agencies. By working with all of these groups, better legislation that can withstand the rigors of debate can be enacted.
The proposed independent commission
Ways and Means helps project state revenues and fees. This information is then delivered to the Finance Committee so it can distribute the available money. We are also critical in insuring there is a balanced budget in NH. Ways and Means also is responsible for helping warn against any revenue situation that would require state budget adjustments.
I'm most moved by the stories from people who've been helped by our community college system. I've had a number of people tell me that their community college experience helped them land a good paying job and helped them stay, work and play in NH for the long term.
