Washington Initiative 988 was intended by its sponsors to qualify for the November 4, 2008 ballot in Washington, but did not ultimately qualify.
I-988 would have required drivers to immediately merge into the appropriate lane when instructed to merge by a roadway sign. Drivers would be prohibited from passing any vehicles prior to merging and would be fined for each car passed before merging.
Initiative 988 is a citizen-initiated state statute.
The official ballot measure summary was, "This measure would require the driver of a motor vehicle, when instructed to merge by an appropriate sign or marking on the roadway, to merge into the adjacent, appropriate lane of travel without passing any motor vehicles. Violators would be fined $50 for every motor vehicle passed when the driver of a motor vehicle has failed to merge when instructed."
