“ | BUILDING BONDS FOR STATE INSTITUTIONS AN ACT providing for the issuance and sale of state general obligation bonds up to twenty-five million dollars for the purpose of providing buildings at the state operated charitable, educational and penal institutions and at state supported institutions of higher learning. | ” |
