Two ballot measures were certified to appear on the Virginia ballot on November 8, 2016. One measure was approved and one measure was defeated.

HIGHLIGHTS
  • One of the certified measures, Question 1, was a legislatively referred constitutional amendment designed to add a section to the Virginia Constitution that would make it illegal for workplaces to require labor union membership for employees.
  • The other certified measure, Question 2, was a legislatively referred constitutional amendment designed to provide certain property tax exemptions to surviving spouses of first responders killed in the line of duty.
  • Getting measures on the ballot

    As of 2016, Virginia did not allow the initiative and referendum process, so all ballot measures needed to be referred by the legislature. The 2016 state legislative session ran from January 13, 2016, through March 11, 2016, during which time the legislature had the power to place legislatively referred constitutional amendments on the ballot. Legislatively referred amendments can be proposed by either house of the legislature and must be approved by a simple majority of members of both houses during two consecutive legislative sessions. Once on the ballot, amendments must be approved by a simple majority of electors to be enacted.
