Todd Gloria is the Mayor of San Diego in California. He assumed office on December 14, 2020. His current term ends on December 10, 2028.

Gloria ran for re-election for Mayor of San Diego in California. He won in the general election on November 5, 2024.

Gloria was born and raised in San Diego, California.[1] In 1989, at 10 years old, Gloria was the runner-up in the Mayor for a Day essay contest.[1] According to Gloria, he became interested in pursuing a career in public service after the experience of visiting City Hall for the first time to receive his certificate from Mayor Maureen O'Connor.[1][2]

In 2000, Gloria received a bachelor's degree in history and political science from the University of San Diego.[3] After completing his education, Gloria worked at San Diego County's Health and Human Services Agency.[4] From 2001 to 2008, he worked as the district director for U.S. Rep. Susan Davis (D-Calif.).[3]

In 2008, Gloria was elected to represent District 3 on the San Diego City Council after defeating Stephen Whitburn in the general election 55% to 45%.[5] Gloria was re-elected in 2012 after running unopposed.[5] During his tenure on the council, Gloria served as council president for two years.[6][7] He also served as interim mayor from August 2013 to March 2014 after Mayor Bob Filner (D) resigned after eight months in office.[8]

In 2016, Gloria was elected to represent District 78 in the California Assembly after defeating Kevin Melton (R), 69% to 31%. Gloria campaigned on his experience on the council: "Together, we have stabilized the city's budget, advocated for housing, protected our environment, and stood up for working families…I want to continue that progress as San Diego's voice in our state Capitol."[9] Gloria was re-elected in 2018 after defeating Maggie Campbell (R), 71% to 29%. Gloria served as assistant majority whip in his first term in the Assembly and majority whip in his second term.[10]

In 2020, Gloria was elected Mayor of San Diego after defeating Barbara Bry, 56% to 44%. During the election, Gloria said he would address homelessness and housing affordability and improve the city's infrastructure and public safety.[11] Gloria was re-elected in 2024 after defeating Larry Turner, 55% to 45%. On his experience serving at different levels of government, Gloria said "local government's the best because you can see the tangible results in your everyday life. When I was in the [state] legislature, I loved that job. But a line of code in a thousand-page bill doesn't give you the same satisfaction as seeing a street that has been neglected get repaired."[12]

Although mayoral elections in San Diego are nonpartisan, Gloria is affiliated with the Democratic Party.[8] As a result, Gloria was the second Democrat to serve as mayor since the city switched from a council-manager government to a mayor-council government in 2005.[8] After Gloria was elected to his first term as mayor, The San Diego Union-Tribune's David Garrick wrote that "Because Democrats have controlled the City Council during that entire 15-year period, Gloria will be the first strong mayor besides Filner to have a City Council controlled by his own party."[8]

Biography

Todd Gloria was born in San Diego, California. Gloria earned a B.A. in history from the University of San Diego. His career experience includes working with the County of San Diego's Health and Human Services Agency and as the district director for U.S. Congresswoman Susan A. Davis.[13]

Scorecards

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
