Bissen was nominated to the Maui Second Circuit by Linda Lingle and took office in April 2005. He was reappointed in 2015.[1][2]
Education
Bissen earned a B.S. from the University of Santa Clara, and a J.D. from the University of Hawaii's William S. Richardson School of Law.[3][4]
Career
Bissen began his legal career in 1986 as a law clerk for former Second Circuit Court Judge Richard Komo. The following year, he became a Deputy Prosecutor in Maui County. He worked in this position until 1991 and from 1992 to 1995. (From 1991 to 1992, he took a break from the public sector to work as a partner of the law firm of Cardoza, Fukuoka & Bissen.) He was promoted to Maui County Prosecuting Attorney in August of 1995 and he held this position until January of 2003. After this, he worked as a first deputy attorney general and then as an acting Director of Public Safety until his judicial appointment.[3][5]
