Seven statewide ballot measures were certified for the November 4, 2014, ballot in the state of Oregon.
The 2014 legislative session began on February 3 and concluded on March 10, 2014. During that time, two legislatively referred constitutional amendments were put on the November general election ballot. According to Section 1, Article XVIII of the Oregon Constitution, a majority vote of both chambers of the Oregon State Legislature was required to place an amendment proposed by the legislature on the statewide ballot.
A veto referendum addressing immigration was certified for this year's ballot. In order to qualify for the ballot, supporters of the measure were required to collect a minimum of 58,142 valid signatures within 90 days after the end of the 2013 legislative session. The secretary of state set the referendum's petition deadline for October 4, 2013.[1] Supporters turned in nearly 71,000 signatures, though the secretary of state's office confirmed that only 58,291 of these proved to be valid.[2]
Supporters of an initiated constitutional amendment addressing constitutional rights submitted sufficient valid signatures prior to the state's filing deadline, thereby landing the Oregon Equal Rights for Women Initiative on the ballot. Additionally, three initiated state statutes qualified for the ballot. Supporters were required to collect and submit at least 116,284 valid signatures for amendments and 87,213 for statutes by the July 3, 2014, filing deadline.

- Between 1996 and 2013, an average of 12 measures appeared annually on the ballot in Oregon. Therefore, 2014 was a below-average year with only seven measures on the ballot.
- From 1996 to 2014, the number of measures on statewide ballots ranged from two to 32.
- Since 1996, 78 of 168, or 46 percent, of Oregon ballot measures were approved by voters.
- Conversely, 90 of 168, or 54 percent, of measures were defeated.
