The New Jersey Public Question No. 5 was on the ballot in New Jersey on November 7, 1989, as a legislatively referred state statute. It was approved. The Hazardous Discharge Bond Acts of 1981 and 1986 were amended to expand the uses of authorized bonds to include projects to protect underground drinking water supplies and treatment of contaminated supplies.[1]
