The New York Social Welfare, Amendment 8, also known as Proposed Amendment No. 8, was on the ballot in New York on November 8, 1938, as a legislatively referred constitutional amendment. It was approved. This amendment was submitted by the constitutional convention. This amendment permitted the "use of state money and credit for social welfare, including provision, by insurance or otherwise, against the hazards of unemployment, sickness and old age."[1]
