Incumbent Elaine Marshall (D) defeated Chad Brown (R) in the general election for North Carolina secretary of state on November 5, 2024. North Carolina's secretary of state oversees the economic and business-related operations of the state government. The office does not oversee the state's elections.
This election happened after state lawmakers passed Senate Bill 749 in fall 2023, overriding Gov. Roy Cooper's (D) veto. Senate Bill 749, among other things, administratively housed the state's election board in the secretary of state's office. Under the bill, the board performs its duties independently from the authority of the secretary of state.[1][2]
Marshall was elected secretary of state in 1996. In the 2020 general election, Marshall defeated E.C. Sykes (R) 51.2% to 48.8%, and in 2016, she defeated Michael LaPaglia 52.2% to 47.8%. Before Marshall was elected secretary of state, she served in the North Carolina State Senate and worked as a teacher and small business owner.
Marshall said she was a proven fighter for North Carolina and ran on her record. In her Candidate Connection survey, Marshall wrote, "I consider the responsibilities surrounding economic development and cutting red tape to be among the most important for the Secretary of State's office. One of the primary responsibilities of this office is to create an environment conducive to economic development. This includes facilitating business registrations and providing resources that support entrepreneurs and small businesses. By making it easier for businesses to start and thrive, we directly contribute to job creation and the overall prosperity of our communities."
Brown was elected to the Gaston County Board of Commissioners in 2010 and was selected as the board's chairman for the fourth time in 2022.[3] [4] He was also the mayor of Stanley, North Carolina, and a professional baseball player.
In Ballotpedia's Candidate Connection survey, Brown said, "Establishing conservative, common-sense leadership in the Secretary of State office is crucial. We need a leader who prioritizes transparency, accountability, and efficiency in government operations. Additionally, I will institute a robust economic development initiative to attract businesses, create jobs, and foster a thriving economy." Brown also said he would work to eliminate wasteful spending, remove unnecessary burdens and red tape for entrepreneurs and small businesses, and foster a business-friendly community.
In an interview with Cardinal & Pine Marshall said, "What my opponent is saying to the crowd he’s campaigning to is that if he gets elected, if there’s a Republican in the secretary of state’s office, then he will petition the General Assembly to move the election to him." When asked if she believed the state legislature would attempt to change the powers of the office, Marshall said, "Absolutely. I feel very confident about that."[5]
On his campaign website, Brown said his priorities as secretary of state would be to "Protect our elections and ensure that every vote is counted," "Promote innovation and small business growth," and "Protect our consumers from fraud and identity theft."[6]

In 2020, former President Donald Trump (R) won North Carolina, defeating President Joe Biden (D) 49.9% to 48.6%. That same year Cooper was re-elected governor, defeating Dan Forest (R) 51.5% to 47.0%. At the time of the election, candidates from opposing parties had won in North Carolina's presidential and gubernatorial elections in six of the last eight election years. Democrats won seven gubernatorial elections and Republicans won seven presidential elections in North Carolina between 1992 and the election.

Following the 2020 presidential election, 47.1% of North Carolinians lived in one of the state's 22 Solid Democratic counties, which voted for the Democratic presidential candidate in every election from 2012 to 2020, and 46.3% lived in one of 68 Solid Republican counties. Overall, North Carolina was Solid Republican, having voted for Mitt Romney (R) in 2012, Donald Trump (R) in 2016, and Donald Trump (R) in 2020.
