  • Arizona Minimum Wage and Paid Time Off, Proposition 206 (2016)

    • Between August 17 and August 31, 2016, The Arizona Republic, in cooperation with Morrison and Cronkite News, found that 61 percent of those surveyed support Proposition 206. While the newspaper found support across all demographic groups, support was highest amongst Democrats, voters ages 18 to 35 and people with a high-school diploma or less.[1]
    • OH Predictive Insights released a poll on October 10, 2016, showing 53 percent of respondents supporting and 40 percent opposing Proposition 206.[2]
    • In mid-October 2016, HighGround Public Affairs surveyed 400 likely voters and found support for the initiative to be 54.3 percent amongst respondents.[3]

  • Arizona Marijuana Legalization, Proposition 205 (2016)

    • In mid-April 2016, a poll commission by opponents of the ballot measure was released to The Arizona Republic. The poll found that a plurality of those surveyed opposed marijuana legalization in Arizona.[4]
    • Between August 17 and August 31, 2016, The Arizona Republic, in cooperation with Morrison and Cronkite News, found that 50 percent of those surveyed supported Proposition 205. The poll found that about 64 percent of Democrats and 53 percent of independents in the state favored marijuana legalization, while 56 percent of Republicans opposed it.[5]
    • OH Predictive Insights conducted a poll in late August, finding a simple majority in opposition to marijuana legalization. Pollster Mike Noble noted that "for every voter who pulls the lever for Donald Trump this November has a 72 percent likelihood they will vote ‘No’ on legalizing recreational marijuana. Conversely, Hillary Clinton voters have a 57 percent likelihood of voting ‘Yes’ on legalizing recreational marijuana."[6]
    • OH Predictive Insights released a poll on October 10, 2016, showing 44 percent of respondents supporting and 49 percent opposing Proposition 205.[7]
    • In mid-October 2016, HighGround Public Affairs surveyed 400 likely voters and found 49.8 percent of respondents supporting the initiative.[8]
    • The Arizona Republic, Morrison, and Cronkite News released a poll in mid-October 2016 showing 50.4 percent of respondents in support of Proposition 205.[9]
    • Data Orbital surveyed 550 likely voters on October 29 and October 30, 2016, and found support for the measure at 45 percent. Opposition was at 51 percent.[10]
    • On November 1 and November 2, 2016, Data Orbital surveyed 550 likely voters and found support for Proposition 205 at 48 percent, while opposition was at 47 percent.[11]

  • Arkansas Medical Marijuana Amendment, Issue 6 (2016)

    • Public Opinion Strategies polled 600 Arkansans in June 2016. The firm found support to be around 63 percent and opposition to be around 35 percent.[12]
    • In mid-September 2016, Talk Business & Politics-Hendrix College conducted a poll that asked about Issue 6. The poll found a plurality, but not a majority, in support of Issue 6.[13]
    • On October 21, 2016, Talk Business & Politics-Hendrix College surveyed 463 likely voters on Issue 6. Opponents had a five-point lead over supporters in the poll.[14]
    • The Arkansas Poll, housed at the University of Arkansas, surveyed 800 adults in late October 2016 on Issue 6. The poll found support for the measure at 50 percent.[15]

    • Talk Business & Politics-Hendrix College conducted a poll of 751 likely voters asking about the general issue of medical marijuana. The question was not specific to Issue 6 or Issue 7. The survey found support to be around 58 percent.[16]

  • California Proposition 58, Non-English Languages Allowed in Public Education (2016)

    • In September 2016, The Field Poll/IGS Poll surveyed 484 registered voters on Proposition 58 using the official ballot title and found support around 69 percent. However, when the interviewers told 459 different voters that Proposition 58 would repeal the "English-only" provision of Proposition 227, support dropped to 31 percent and opposition increased to 51 percent.[19]
    • In mid October 2016, CALSPEAKS surveyed 622 likely voters on Proposition 58. Support among respondents was 59 percent.[20]
    • The Field Poll/IGS Poll surveyed 1,498 likely voters between October 25 and October 31, 2016, and found support for the measure at 68 percent.[21]

  • California Proposition 61, Drug Price Standards (2016)

    • In July 2016, Tulchin Research surveyed Californians on Proposition 61. Tulchin Research found 73 percent of respondents in support and 13 percent in opposition. There was not a major difference between Republicans and Democrats in the poll. About 77 percent of Democrats and 70 percent of Republicans supported the measure.[22]
    • In early September 2016, the USC Dornsife and Los Angeles Times joint poll found 66 percent of respondents in support of and 23 percent in opposition to Proposition 61.[23]
    • A Field Poll/IGS Poll surveyed 943 registered voters in September 2016 and found support for Proposition 61 to be 50 percent. The largest demographic gap was between age cohorts, with 64 percent of people 18-29 and 47 percent of people 65 and over supporting the measure.[19]
    • The Hoover Institution and YouGov surveyed 1,250 likely voters between October 4 and October 14, 2016. Support for the measure was 51 percent. The poll disaggregated respondents into four racial/ethnic groups. Blacks had the strongest support for the initiative at 76 percent. Asians supported it at a rate of 53 percent. Whites and Hispanics supported Proposition 61 at rates of 50 percent.[24]
    • The Field Poll/IGS Poll surveyed 1,498 likely voters between October 25 and October 31, 2016, and found support for the measure at 47 percent.[25]

  • California Proposition 63, Background Checks for Ammunition Purchases and Large-Capacity Ammunition Magazine Ban (2016)

    • In mid August 2016, California Counts found a large majority of respondents in support of Proposition 63. The firm found 93 percent of Democrats, 62 percent of independents, and 60 percent of Republicans in support of the measure.[26]
    • A USC Dornsife and Los Angeles Times joint poll found support for Proposition 63 to be around 64 percent in early September 2016.[27]
    • A Field Poll/IGS Poll surveyed 483 voters and found support for Proposition 63 at 60 percent. There was a 20-point gap between the genders in terms of support, with 70 percent of women and 50 percent of men favoring the initiative.[19]
    • SurveyUSA asked 712 Californians about Proposition 63 in September 2016. About 63 percent of respondents supported the measure. Only 42 percent of gun-owners support it, while 72 percent of non-owners did.[28]
    • In mid October 2016, CALSPEAKS surveyed 622 likely voters on Proposition 63. Support among respondents was 72 percent.[29]
    • SuveyUSA found 63 percent of respondents supporting the initiative in mid October 2016.[30]
    • In late October 2016, USC Dornsife and Los Angeles Times surveyed 1,500 registered voters on Proposition 63 and found support at 58 percent and opposition at 35 percent.[31]
    • The Field Poll/IGS Poll surveyed 1,498 likely voters between October 25 and October 31, 2016, and found support for the measure at 59 percent.[32]

    Descriptions of polls

    • In February 2016, Probolsky Research found 59.9 percent of respondents favoring marijuana legalization in California. Support was highest among voters aged 18 to 34 at 79.7 percent.[33]
    • Probolsky Research surveyed voters in early August 2016. Over 61 percent of respondents supported Proposition 64. Support was highest among Democratic men, at 81.2 percent, compared to Democratic women at 63.5 percent. Republican men supported it at 51.4 percent, compared to Republican women at 38.3 percent.[34]
    • California Counts found support for Proposition 64 at a high 71 percent in mid August 2016. At 81 percent, Latinos supported the measure at a higher rate than whites, at 62 percent, or blacks, at 68 percent.[35]
    • A USC Dorsife and Los Angeles Times joint poll found support for Proposition 64 to be around 58 percent in early September 2016.[36]
    • In September 2016, SurveyUSA revealed support at 52 percent. The firm found that as income increased, support for the initiative decreased. Support was at approximately 60 percent among individuals with incomes under $40 thousand, 56 percent among people earning between $40 and $80 thousand, and only 44 percent among those with incomes over $80 thousand.[37]
    • A Field Poll/IGS Poll found support around 60 percent. Of the regions surveyed, support for Proposition 64 was strongest in Los Angeles County.[19]
    • In mid September 2016, the Public Policy Institute of California found support for Proposition 64 to be around 60 percent.[38]
    • In mid October 2016, CALSPEAKS surveyed 622 likely voters on Proposition 64. Support among respondents was 60 percent.[39]
    • The Hoover Institution and YouGov surveyed 1,250 likely voters between October 4 and October 14, 2016. Support for the measure was 56 percent.[40]
    • SurveyUSA found 51 percent of likely voters in favor of Proposition 64 in mid October 2016.[41]
    • The Public Policy Institute of California (PPIC) surveyed 1,016 likely voters in mid- to late October 2016 and found support at 55 percent. PPIC broke respondents down into three ethnic categories, "White," "Latino," and "Other." Latinos in the sample had the least favorable view, at 47 percent, of Proposition 64. Respondents classified as “Other” had supported the measure 65 to 29 percent. Whites favored the measure 55 to 39 percent.[42]
    • In late October 2016, USC Dorsife and the Los Angeles Times surveyed 1,500 registered voters on Proposition 64. The poll found support at 58 percent.[43]
    • The Field Poll/IGS Poll surveyed 1,498 likely voters between October 25 and October 31, 2016, and found support for the measure at 57 percent.[44]


  • California Proposition 56, Tobacco Tax Increase (2016)

    • A USC Dornsife and Los Angeles Times joint poll found support at 63 percent for Proposition 56 in early September 2016.[45]
    • In September 2016, SurveyUSA surveyed voters on Proposition 56. Approximately 60 percent of respondents supported the initiative. Asking respondents about their demographic, political, and lifestyle characteristics, SurveyUSA found that 54 percent of smokers opposed the initiative. Of all the other groups surveyed, at least 50 percent supported the measure.[46]
    • A Field Poll/IGS Poll surveyed 943 likely voters and found support for Proposition 56 to be 53 percent. The biggest demographic difference was between age cohorts, with 79 percent of persons 18-29 and 46 percent of persons 65 and over supporting the measure.[19]
    • In mid September 2016, the Public Policy Institute of California found support for Proposition 56 to be around 59 percent.[47]

    • In late August 2016, Magellan Strategies conducted a poll and found 55 percent of respondents supporting Amendment 70. The partisan divide on the issue was steep, with 83 percent of Democrats, 60 percent of independents, and 24 percent of Republicans supporting Amendment 70.[92]
    • Colorado Mesa University, Rocky Mountain PBS, and Franklin & Marshall College released a poll in September 2016 indicating that support for the initiative was around 58 percent.[93]

    A company called Pan Atlantic SMS Group conducted a poll of 403 Maine residents between March 11 and March 16, 2013. One of the questions in the poll asked if the respondent supported mandatory background checks on all potential gun buyers. This question did not reference this particular initiative proposal.     The Maine People's Resource Center conducted a poll of 452 likely voters in Portland, Maine, between August 22 and August 24, 2015. One of the questions in the poll was: "In November of next year, there will likely be a ballot initiative that would raise the statewide minimum wage in Maine to $9 per hour in 2017 and by $1 each year after that until it is $12 in 2020. It would then increase at the same rate as the cost of living. If the vote were held today would you vote yes or no on this referendum?" Of the respondents, 76 percent said they would vote "yes," 17.7 percent said they would vote "no," and 6.3 percent were undecided.[102]

    A company called Critical Insights conducted a poll of 600 potential Maine voters between September 24 and September 30, 2015. One of the questions in the poll was: "Do you support or oppose an increase in minimum wage in the State of Maine?" This question did not reference this particular initiative proposal or a specific minimum wage increase amount. Out of the total, 68 percent of respondents said they did favor an increase in the minimum wage in Maine, 22 percent said they were opposed, and 10 percent said they did not know.[103]

    Mason-Dixon Polling and Research surveyed 1,003 registered voters on Initiative 182. Support for the measure was 44 percent. A majority of Democrats and plurality of independents backed Initiative 182. Over 70 percent of Republicans opposed the initiative. The question that Mason-Dixon Polling asked respondents was:[120]

    Ballot Initiative I-182 would allow for wide use of medical marijuana. If you were voting today, would you vote 'Yes' to approve the initiative, or 'No' to reject the initiative?[99]

    Some individuals criticized the question that Mason-Dixon Polling asked. Paul Harstad of Harstad Strategic Research, which conducted a poll for the support campaign, said the question's wording was "biased and dramatically oversimplified, and there’s no resemblance to the ballot summary that will be available to all voters."[120]

    Harstad Strategic Research conducted a poll of 805 likely voters between September 20 and September 25, 2016. The question that Harstad Strategic Research asked was:[121]

    It amends the Montana Medical Marijuana Act. It allows a treating physician to certify medical marijuana for a patient diagnosed with chronic pain or P.T.S.D. as a “debilitating medical condition.” Licensing requirements, fees and prohibitions are detailed for medical marijuana dispensaries and labs.

    It repeals the limit of three patients per licensed provider, and allows hiring employees to cultivate and dispense medical marijuana. It repeals the requirement that physicians who certify 25 or more patients be referred to the board of medical examiners. And it removes the authority of law enforcement to conduct unannounced inspections of medical marijuana facilities – and requires State annual inspections.

    Now, if the election were held today on this ballot initiative, would you vote yes or no?[99]

  • A poll conducted in 2014 by the University of North Dakota College of Business and Public Administration found that 47 percent of respondents supported the legalization of medical marijuana, while 41 percent were opposed, and 9 percent were neutral to the legalization of medical marijuana.     • An icitizen poll conducted in early September 2016 estimated support for Measure 97 to be around 59 percent and opposition to be approximately 21 percent.[158]
    • Between September 29 and October 1, 2016, Hoffman Research conducted a poll and found lower support for Measure 97 than prior polls, with support at 41 percent and opposition at 47 percent.[159]
    • A mid-October 2016 poll conducted by SurveyUSA found support at a low 28 percent. A significant number of respondents, about 29 percent, were undecided. The groups for which over 50 percent of respondents supported Measure 97 were Democrats, people who described their ideology as “very liberal,” and people who view education as a top issue this election.[160]
    • In mid October, DMH Research surveyed 600 voters and found 49 percent of respondents opposing and 45 percent supporting Measure 97.[161]
    • Riley Research Associates found support for Measure 97 around 46 percent during the first two weeks of October. Democrats had the highest level of support for the initiative at 70 percent. Republicans had the highest opposition to the measure at 77 percent.[162]
    • DHM Research surveyed 504 voters for FOX 12 in late October 2016. The poll found support at 40 percent and opposition at 53 percent.[163]

    The Franklin & Marshall College Poll surveyed 813 registered voters between September 28 and October 2, 2016. Respondents were randomly divided into three clusters, with each cluster receiving different wording regarding the judicial retirement age amendment.[169] The first cluster received the wording that appeared on the November 8, 2016, ballot:

    [Question 1] Shall the Pennsylvania Constitution be amended to require that justices of the Supreme Court, judges, and magisterial district judges be retired on the last day of the calendar year in which they attain the age of 75 years?[99]

    Of the respondents in the first cluster, 64 percent supported, 28 percent opposed, and seven percent were undecided on the measure.

    The second cluster received the wording that was to be found on the April 26, 2016, primary ballot:

    [Question 2] Shall the Pennsylvania Constitution be amended to require that justices of the Supreme Court, judges and justices of the peace (known as magisterial district judges) be retired on the last day of the calendar year in which they attain the age of 75 years, instead of the current requirement that they be retired on the last day of the calendar year in which they attain the age of 70?[99]

    Of the respondents in the second cluster, 45 percent supported, 47 percent opposed, and seven percent were undecided on the measure.

    The third cluster received an alternative wording for the amendment:

    [Question 3]The Pennsylvania Constitution currently requires that justices of the Supreme Court, judges, and magisterial district judges retire on the last day of the calendar year they turn 70 years of age. Should the state Constitution be amended to allow these judges to serve in office until they are 75 years of age?[99]

    Of the respondents in the third cluster, 37 percent supported, 61 percent opposed, and two percent were undecided on the measure.

    The poll also indicated the following demographic-specific results:

    • About 61 percent of respondents 45 or older were in favor of legalization.
    • Among respondents aged 18-24, 51 percent were in favor, and 46 percent were opposed.
    • "Very active" mormons oppose legalization 50-48.
    • Catholics support legalization 82-18.
    • Protestants support legalization 65-30

    • Among the non-religious, 87 percent favor legalization, and 7 percent oppose it.
    • Republicans favor legalization 49-48.
    • Democrats favor legalization 86-13.
    • Independents favor legalization 65-32.
