Biography
Michael F.Q. San Nicolas earned bachelor's degrees in history and political science from the University of Guam in 2004. His career experience includes working as a financial services officer with Bank of Guam.[1]

Noteworthy events
House Ethics Committee investigation
On October 24, 2019, the House Ethics Committee announced that it opened an investigation into allegations that John Paul Manuel, a former campaign staff member, made against San Nicolas the previous month. Speaking with the Office of Congressional Ethics, Manuel alleged that San Nicolas accepted an amount from an individual donor that exceeded the legal limit of $2,700, and that San Nicolas had an improper relationship with a congressional staff member. Manuel also accused San Nicolas of using campaign funds for personal purposes.[2][3] In his initial response to the allegations in September 2019, San Nicolas said, "All allegations of my wrongdoing are baseless and we will reveal this over the course of any due process."[4]
On June 12, 2020, the House Ethics Committee opened a subcommittee to continue its investigation. San Nicolas responded to the news in an emailed statement that said, "This is just a part of the process that we are required to go through in order to disprove the allegations made against us. We will continue to cooperate and thank the people for their patience and support during this time."[5] The Ethics Committee voted to re-authorize the investigation on May 21, 2021.[6]
On June 24, 2022, the House Ethics Committee issued a statement summarizing its findings during its investigation of San Nicolas. It stated, in part:
"The ISC unanimously concluded that there was substantial evidence that Delegate San Nicolas: accepted improper excessive campaign contributions; engaged in a conspiracy to hide the proceeds of the illicit campaign contributions; knowingly caused his campaign committee to file false or incomplete reports with the Federal Election Commission; and attempted to improperly influence a witness in connection with this Committee’s investigation. In light of the Delegate’s impending retirement from the House and the potential for expiration of applicable statutes of limitations, the ISC recommended that the Committee refer these allegations to the Department of Justice."[7]
