Keith Gingery (b. September 13, 1969) is a former Republican member of the Wyoming House of Representatives, representing District 23 from 2004 to 2014. Gingery served as the Speaker Pro Tempore in the 2011 session.[1] Gingery did not seek re-election in 2014.

Gingery resigned his seat after he was elected to the Teton County School District No. 1 Board of Trustee in 2014.[2].

Biography

Gingery earned his B.S. in political science from the University of Wyoming in 1992 and his J.D. from the University of Wyoming Law School in 1995. His professional experience includes working as a Staff Attorney for Southeast Wyoming Legal Services from 1995 to 1996, Partner of Western Law Associates, Professional Corporation, from 1996 to 2002, Teton County Civil Attorney for the Teton County and Prosecuting Attorney's Office since 2002.[3]

Gingery won re-election in the 2012 election for the Wyoming House of Representatives District 23. He ran unopposed in the Republican primary on August 21 and was also unopposed in the general election on November 6, 2012.[4]

Scorecards

Wyoming Liberty Index

The Wyoming Liberty Index, a study created in 2003, issues a Scorecard that rates all final bills in the Wyoming State Legislature on whether the bills supported or hindered liberty. Legislators are also given a "liberty score" based on their voting patterns. The Wyoming Liberty Index 2012 report was issued on the 61st Legislature during the 2012 budget session. Scores range from the highest score (100%) to the lowest (0%). A higher score indicates a higher level of "aye" votes on bills considered pro-liberty and "nay" votes on what the organization considers anti-liberty bills.[6] Gingery received a score of 32% in the 2012 scorecard, ranking 25th out of 61 members of the Wyoming House of Representatives. Although there are 60 members of the House, a 61st "hypothetical legislator" voting nay on every bill was also included.
