Biography

Katie Howard was born in New York, New York. She received an undergraduate degree from Denison University in 1974. Howard's professional experience includes working as vice president of operations for Ameritech, being a business owner, and managing a family business. She has been affiliated with the Kentucky Federation of Republican Women and the National Republican Party.[2]

I am a Christian Constitutional Conservative and member of the Republican Party, seeking the State Senate District 7 seat, which serves Anderson, Franklin, Owen, Gallatin and Woodford counties. I am a business leader and community advocate with a 35 year business career. My vast business experience includes vice-president of operations with Ameritech, church membership director, real estate broker, managing my family's remodeling business and board member of Lamp & Light Ministries. I have been involved in community service more than 25 years, managing Open Hands Food Pantry, and working with the homeless. I am very active in civic organizations, mentor young people and teach Bible study. In 2019 I launched Anderson County Republican Women, the fastest growing nationally sanctioned club in the Commonwealth, and currently serve as their president.

The Kentucky state Senate needs a business leader who has the experience to hit the ground running. I am a proven problem-solver who can bring diverse ideas together to address our most pressing problems. I am most interested in protecting our Constitutional liberties, developing a skilled workforce so we can attract high-paying jobs to the area. This emphasis starts with our young people, equipping them to pursue their dreams.

2-Education Reforms: ensure the best qualified people are making decisions about the functioning of the school system, expenditures, and curriculum , along with clear accountability and authority.

3-Roll back government overreach: identifying laws, rules and regulations that infringe on Constitutional liberties and return those freedoms to the individual, the family and the local community
Both my sets of grandparents were immigrants to this country, arriving at Ellis Island as teenagers with just a few dollars. My grandfather was a very hard worker, working right through the Great Depression to provide for his family. When he decided to build a house, he bought the lumber a few pieces at a time and slept by it at night to ensure no one would steal it. That focus and dedication has made me incredibly goal oriented. No distractions, no fun, no temptations get in the way until the job is done.
I have very firm values built on the Bible and the Constitution, together which contain all the wisdom we need in life. Those values then guide my decision making and the interactions I have with the people of District 7. I am known as a listener because I believe good ideas and solutions come from people in all walks of life, with different backgrounds and needs. I am keenly aware that a successful legislator is not a lone wolf but rather one who surrounds herself with a variety of voices, subject-matter experts and other leaders. That team can build sound policy and take decisive action, all with the interest of the public as the guiding principle. I am a doer, not a talker and want to be accountable for my results not just my intentions.
The core responsibilities of a State Senator:

--Communications is the most important duty of an elected official, listening to her constituents' problems, concerns and suggestions and informing the people of issues and legislation that will impact their lives;
--Identifying reforms in current statutes or needs for new legislation that will protect the health, safety and livelihoods of the citizens;

--Fighting against government overreach and the protection of our Constitutional freedoms so local communities, families and citizens can thrive.
The Kentucky State Senate has a greater policy-making function since senators serve for four years and representatives only two years. Over a four-year period policy ideas come together with coalitions formed to craft the best possible legislation with the input of our citizens. Senators also are responsible for confirming nominations by the Governor for various boards and positions in the administration. The House, on the other hand, has the starting role in fiscal issues, beginning the budget process which then goes to the Senate for deliberation, amendments and a final vote.
I believe it is beneficial to have citizen legislators, just as our founders envisioned when they entered government service. I believe one should serve, if called, and then return to the private sector to live within the laws that one has had a hand in creating. Regular turnover in government and political positions brings in fresh energy and ideas and eagerness to solve pressing problems. For these reasons I support term limits and, even if this legislation is not enacted, I will abide by my beliefs.
Kentucky has a serious problem with limited revenue growth. The answer to meeting rising costs has been to consider a range of new taxes. As an alternate to an array of new taxes is to attract economic development and high-paying jobs to the state. To make that a realistic goal it is imperative to have a skilled workforce. That means we must urge all those who are qualified to have post-secondary education to prepare for a career. In addition, we must take a new, hard look at our elementary and secondary educational performance. Kentucky educational scores have not improved in more than a decade. Accountability for performance is required at all levels.
