The Kansas Corporation Commission is a three-member board in the Kansas state government. Commissioners are selected by gubernatorial appointment, and one member is elected to serve as chair. The commission's mission is "to protect the public interest through impartial, efficient, and transparent resolution of all jurisdictional issues; and by participating in other forums and tribunals where articulated state policy objectives are at issue."[1]

Current officeholders

The current chair is Dwight Keen. Keen was appointed to the commission by Gov. Jeff Colyer (R) on March 30, 2018, and confirmed by the Kansas State Senate on April 7, 2018.[2][3] Keen replaced former officeholder Pat Apple, whose term expired on March 15, 2018. Keen became chair of the commission on January 17, 2019.[4]

Keen serves alongside Commissioner Andrew French, who was appointed to the commission by Gov. Laura Kelly (D) effective June 2020. French succeeded former commissioner Shari Feist Albrecht after her term expired in March 2020.[5][6] Keen also serves alongside Commissioner Annie Kuether. Gov. Laura Kelly (D) appointed Kuether in September 2023.[7]

Authority

The commission is established by Kansas Statute, Chapter 66, Article 1:

Article 1, Section 1:

Electric public utilities; power, authority and jurisdiction of state corporation commission. The commission is given full power, authority and jurisdiction to supervise and control the electric public utilities, as defined in K.S.A. 66-101a, doing business in Kansas, and is empowered to do all things necessary and convenient for the exercise of such power, authority and jurisdiction.[8]

Qualifications

No more than two members may be of the same political party.[9]

Duties

The duties of the commission include protecting environmental resources, establishing and regulating rates for public utilities, regulatory oversight of transportation, and promoting energy conservation.[10]
