Biography
Jessica Velez was born in Walla Walla, Washington. She earned a high school diploma from St. Mary's High School. Her career experience includes working as a nonprofit executive director and as a legal assistant and paralegal for corporate law firms and sole proprietors in California and Colorado, working in civil litigation, real estate, bankruptcy, family law, criminal law, and collections.[1]

Born in Eastern Washington to a father who was a U.S. veteran turned grain farmer, I developed an appreciation for the principles of hard work on which America was built upon. I relocated to Stockton with my mother at the age of 5. My mother, who was born with physical disabilities, pursued her masters degree in education and worked for Lodi Unified School District until she retired. The example she provided me engrained a hard work ethic as well as tenacity and determination to never quit. I graduated from Saint Mary’s High School with a presidential achievement award and attended Delta College and Humphrey's Law School for a short time as well. In 2007 I moved with my three daughters to Denver Colorado to provide them with a new environment to grow up in and returned in 2016. While in Denver, I worked as a paralegal for a top rated corporate law firm for a decade, providing for a solid knowledge base of law and business. My work experience includes twenty-five years as a legal assistant/paralegal and I am currently the Founder and Executive Director of Red Rabbit Advocacy, a non-profit organization focused on homeless solutions and advocacy. Over the course of the past 2 years, we have processed over 300 individuals and families for pathways to housing stability and placed dozens for permanent housing. I am confident that with my boots on the ground knowledge of our systems, open communication with the public and hard work, I can influence real change in our city.
- Safe Camping for the Homeless – Stability First Approach
- Implement safe camping initiatives to provide temporary, secure spaces for the homeless population, accompanied by access to sanitation facilities and support services. This model would be program based and not shelter model. I have worked closely with the homeless community in Stockton for the past 3 years and have a respectful and trusting relationship with this community. I believe by creating an environment of stability, we can then connect people to the mental health, employment and housing resources that are applicable to their unique needs. We need to foster an environment of independence and accountability to restore people to functioning members of society.
- New Program for Drug Offenders- Expand a comprehensive program for drug offenders that emphasizes rehabilitation, mental health, and support services to address the underlying issues contributing to substance abuse. Law Enforcement is not able to arrest people for minor drug offenses with the confidence that the individual will be held accountable to access supportive services. Establish a mandatory program on a larger scale for drug offenders to receive long term rehabilitation services without damage to their record. Simultaneously, we need to create a realistic path for those experiencing fentanyl addiction to access detox support, rehabilitation services and subsequent employment services to support a healthy community and economy.
- Crime & Punishment - Supporting our law enforcement is a very important issue for me. I consistently work with law enforcement regarding crime and homelessness. The fact that we have such a high rate of theft and crime and not enough officers or space at our jail to hold people accountable is a huge sign that we need change. I propose a reform to our probation system to include apprenticeship training and connection with viable employment through unions. By changing the trajectory of one individual, this will have a lasting impact on that persons children, showing them a good role model, as well as their ability to support themselves past retirement age. This is how we begin to change the culture of crime in our city.
I am passionate about healing this community. Understanding that each one of us is connected and affected by the good and the bad is the first step in progress. By tackling the issues surrounding homelessness, drugs and crime, we will be able to turn the tide of stagnancy in our economic health. Once we start to make headway in cleaning up our streets, the city will have a promising future for new business and higher rates of employment. Our youth will be able to enjoy upgraded parks and new opportunities that were not possible with high crime rates and drug addiction everywhere we look. Our police will have more time to address crime and be a positive influence in our community once these 3 main issues are moving in a positive direction.
Since I was a child, I have been an admirer of Dr. Martin Luther King Jr and his philosophy of equality and justice. King was strongly influenced by Mahatma Gandhi's philosophy of nonviolent resistance. He believed in the power of love and nonviolence as a means to achieve social change. King argued that nonviolent resistance was not only morally right but also strategically effective in bringing about societal transformation. King's political philosophy was deeply intertwined with his Christian faith. He often drew upon biblical teachings to justify the pursuit of justice, equality, and love for one's enemies. King expanded his focus to include economic justice issues. He spoke out against poverty, economic inequality, and advocated for fair wages and better working conditions for all Americans, regardless of race. King envisioned a "Beloved Community" where people of all races and backgrounds could live together in harmony. This concept emphasized the interconnectedness of all individuals and the importance of love and understanding to overcome racial divisions. As Mayor of Stockton, I am deeply committed to embodying the principles of Dr. Martin Luther King Jr., whose legacy serves as an enduring source of inspiration. Like Dr. King, I believe in the transformative power of unity and equality within a diverse community. My commitment to justice, fairness, and inclusivity will guide my approach to governance, ensuring that every resident of Stockton, regardless of background or circumstance, has an equal opportunity to thrive. I will champion policies that address systemic inequalities, foster dialogue among diverse groups, and prioritize social justice. By the age of 21, I began working in law firms as a legal secretary, obtained my paralegal certification years later, and now have a 25 year career in the legal field behind me. I am currently the Executive Director of Red Rabbit Advocacy, a non-profit focused on Homeless Solutions.
