Jack D. Franks
Jack Franks (b. October 2, 1963) is a former Democratic member of the Illinois House of Representatives, representing District 63 from 1999 to 2017.
Franks did not seek re-election to the Illinois House of Representatives in 2016.
Biography
Franks earned his B.A. from the University of Wisconsin and his J.D. from American University. His professional experience includes working as an attorney with the Law Firm of Franks, Gerkin and McKenna.[1]

Elections for the Illinois House of Representatives were held in 2016. The primary election was held on March 15, 2016, and the general election was held on November 8, 2016. The candidate filing deadline was November 30, 2015.[2] Incumbent Jack D. Franks (D) dropped out of the race after the primary. John M. Bartman replaced state Rep. Franks on the general election ballot.
Steven Reick defeated John M. Bartman in the Illinois House of Representatives District 63 general election.[3][4]

2014
Elections for the Illinois House of Representatives took place in 2014. A primary election took place on March 18, 2014. The general election was held on November 4, 2014. The signature filing deadline for candidates wishing to run in this election was December 2, 2013. Incumbent Jack D. Franks ran unopposed in the Democratic primary, while Steven Reick ran unopposed in the Republican primary. Franks then defeated Reick in the general election.[9][10][11][12]

Illinois Opportunity Project
The Illinois Opportunity Project, "an independent research and public policy enterprise that promotes legislative solutions in advance of free markets and free minds," annually releases its Legislative Vote Card, grading all members in both chambers of the Illinois General Assembly on the basis of their support of "pro-growth economic policies that increase personal freedom and reign in expansive government."[18][19]
2012
Franks received a score of 75.00 out of 100 in 2012 for a grade of B- according to the IOP’s grading scale. His score was tied for the 12th highest among all 120 members of the Illinois House of Representatives included in the Vote Card.[19]
Issues
Millionaires' tax
In April 2014, Franks voted against a "millionaires' tax", one of two Democrats in the Illinois House to vote against the measure. “Our goal should be maximizing government efficiency and job growth, not pushing high-earners, and the taxes they pay, out the door,” Franks said in a statement. “With this governor, there is no taxation without misrepresentation. He would like to portray this as an issue of fairness, but I am confident that no one who is currently out of work would consider our state’s tax policies fair.”[20]
