2016

Brandman's campaign website listed the following themes for 2016:[11]

Homelessness
The Great Recession still has hold on too many of our most vulnerable residents, and Council District 3 residents can see the impact every day. To address this, I worked with my colleagues on the City Council to open Orange County's first 24-hour emergency shelter with on-site comprehensive services in collaboration with the county government. When fully operational, this shelter will provide medical, mental health, and social services to clients so they can access the assistance they need.

Moving forward, the city must to continue to engage with our residents and the homeless community to ensure that progress is made and that our efforts are both efficient and effective. We've learned that homelessness affects not only the homeless, but our whole community. As your councilman, I'll be an advocate for our neighborhoods.

Public Safety
A city's highest obligation is securing every resident's right to feel safe in their own home and on our streets. From my first day on the city council, this has been my greatest priority. I'm proud to report that we're hiring 33 new police officers, building a new fire station, and improving emergency response times across the city. Through sound budgeting and prudent investments in revenue-generating economic development programs, the Anaheim Police Department and Anaheim Fire & Rescue will soon be fully staffed and prepared to meet our most urgent needs.

Creating Jobs
For too many families, the Great Recession has not lifted, and good jobs are hard to come by. So with partners in business and labor, as well as my fellow council members, I've fought to create the good, sustainable jobs that our Anaheim families need and deserve. We've embarked on an expansion of the Anaheim Convention Center, implemented a Hotel Incentive Policy that has already brought 3 new four-diamond hotels to Anaheim, and seen construction begin on Disneyland's new Star Wars Land. Together, these projects will generate at least 11,000 highly-skilled, high-wage jobs and grow our local economy.

These are the types of economic development projects I will continue to fight for and support: those that will create good jobs, offer our young residents opportunities to learn and build a career, and give Anaheim families the means to thrive and earn an honest day's pay for an honest day's work.

Community Services and Infrastructure
We all work hard for our city government, and our city government should work hard for us. We've expanded library hours, access to our parks and community centers, and completely rebuilt Little People's Park with input from our neighbors. To provide opportunities for our youth to learn and play in the critical after-school hours, the city worked with the Boys and Girls Club to relocate to a new home at Manzanita Park where it will be better equipped to serve our children.

As a homeowner in the Anaheim Colony Historic District, I know the impact neighborhood beautification can have on a community's safety and prosperity. I'm proud of the miles of overhead utility lines that the city has successfully put underground to reduce our overhead clutter, improve the reliability of utilities, and make our streets safer during inclement weather. As your councilman for Council District 3, I will continue to support investing in our local infrastructure.[12]
