The Government Operations Committee is a joint committee of the Tennessee General Assembly.

Per Section 80 of the Senate Rules, rules pertaining to joint committees are governed by Mason's Manual of Legislative Procedure.[1] The Committee Rules of the House do not address joint committees, but House Rule 79 states that any questions about the rules of the House are to be governed by the most recent edition of Mason's Manual of Legislative Procedure.[2][1] The Senate Rules allow for members to vote by houses if the House of Representatives and the State Senate committees or subcommittees meet jointly and there is a quorum present.[1][2]

Function

Responsible for legislation concerning the creation of new departments, commissions, boards, agencies or councils of state government; the reauthorization of existing departments, commissions, boards, agencies or councils of state government; licensing and/or certification of occupational and/or professional groups; and review of regulations promulgated by Tennessee departments, commissions, boards or agencies.[3][4]
