Edwin Propst
Edwin Propst (Democratic Party) (also known as Ed) was a member of the Northern Mariana Islands House of Representatives, representing District 1. He assumed office on January 11, 2021. He left office on January 13, 2025.
Propst (Democratic Party) ran for election to the U.S. House to represent Northern Mariana Islands' At-Large Congressional District. He lost in the general election on November 5, 2024.
Propst (D) served as Floor Leader from 2023 until he left office in 2025.
Biography
Edwin Propst graduated from Marianas High School in 1989. He earned a bachelor's degree in communications from the University of Hawaii in 1999. His career experience includes working as a small business owner and educator.[1]

I am committed to safeguarding our future by working with federal partners to create climate-ready, sustainable solutions for our islands. Climate & Disaster Issues: 1. The Northern Marianas face rising sea levels, hotter weather, and more severe typhoons due to climate change. 2. Rebuilding infrastructure after disasters is expensive. 3. Many residents, especially vulnerable groups, need access to safe and resilient housing. As your delegate, I will: 1. Noteworthy events
Investigation following allegations of sexual misconduct
The Commonwealth of the Northern Mariana Islands Department of Public Safety (CNMI DPS) announced a joint investigation with the Office of the Attorney General into complaints of sexual misconduct and sexual harassment against Propst on October 29, 2020.[4]
Propst previously resigned from the House of Representatives on October 1 after CNMI citizen Irene Holl wrote a letter to House Speaker Blas Jonathan Attao, Gov. Ralph Torres, and Attorney General Edward Manibusan requesting an ethics investigation into the sexual misconduct allegations against Propst during his time as a teacher at Marianas High School and Northern Marianas College.[5]
In his resignation letter, Propst did not address the allegations but cited cyberbullying as the reason for his departure.[5]
"This job can be extremely stressful and the attacks and cyber bullying seem to only worsen with each passing day. It can break a person down mentally, emotionally, and physically. Everyone has their limits and I feel I have reached mine," he stated.[5]
On January 13, 2021, chief prosecutor John Bradley informed Attorney General Edward Manibusan that the office's criminal division would not prosecute Propst. Bradley said, “While the information in the DPS report seems to confirm the concerns raised by the information received by DPS, there is insufficient factual information and legal justification for pursuing a criminal prosecution. The Office of the Attorney General, therefore, closes this case against Propst by declining prosecution.”[6]
