Donne Trotter is a former Democratic member of the Illinois State Senate, representing District 17 from 1993 to 2018. Trotter originally filed for re-election in 2018, but retired from the chamber before the primary election. Because ballots had been finalized, Trotter appeared on the ballot and advanced from the primary on March 20, 2018. His name did not appear on the general election ballot on November 6, 2018.[1]

Trotter previously served in the Illinois House of Representatives from 1988 to 1993.

Debt negotiations

Trotter is one of the members of a bipartisan group organized by the National Conference of Legislatures called the Task Force on Federal Deficit Reduction (TFFDR). Consisting of 23 state lawmakers from 17 states,[3] the group went to Capitol Hill on September 21, 2011 to urge the Congressional Joint Select Committee on Deficit Reduction to cut the nation's debt but not impose severe budget cuts on the states.

TFFDR urged the Committee to consider new revenue as a possibility, instead of just focusing on budget cuts as House Speaker John Boehner has proposed. The group specifically proposed passage of the "Main Street Fairness Act," which would allow states to tax online retailers.[4]

Trotter was seeking election to the U.S. House in Illinois' 2nd Congressional District special election in 2013. However, he dropped out of the race prior to the filing deadline due to his arrest and subsequent felony charge.[10]

Trotter won re-election in the 2012 election for Illinois State Senate District 17. He was unopposed in the Democratic Primary on March 20[11][12] and was unopposed in the general election, which took place on November 6, 2012.[13]

Noteworthy events

Gun possession at airport

Trotter was charged with a felony after attempting to take a handgun and bullets through Chicago's O'Hare International Airport security. Trotter had a valid firearms permit and was a licensed security guard. He claimed to have worked late as a security guard before packing his bag and did not realize that the gun was there.[10] He pleaded guilty to a misdemeanor of reckless conduct and was sentenced to 60 hours of community service and a year of court supervision on April 24, 2013.[17]
