Picard was previously a candidate for at-large representative on the Plano Independent School District school board in Texas. Picard was defeated in the at-large general election on May 6, 2017.

Selection method
The members of the Texas Justice of the Peace Courts are elected in partisan elections and serve four-year terms. They are elected in a precinct-wide election.[1]
To serve as a justice of the peace, justices must complete a 40-hour course on relevant duties within one year of his or her election. They must also complete a similar 20-hour course each year they continue to serve.[2]
2017
Four of seven seats on the Plano Independent School District board of trustees were up for at-large general election on May 6, 2017. In the race for Place 1, incumbent Tammy Richards defeated challenger Carissa Picard. The Place 2 incumbent chose not to file for re-election. Angela Powell defeated Sreedhar "Sree" Yedavalli, Amanda Jackson, and Jack Liu for the open seat. In Place 3, incumbent Nancy Humphrey defeated challengers Nathan Rylander and Yvette Jackson. Greg Myer defeated incumbent Marilyn Hinton and newcomer Trish Patterson in the race for Place 6.[3][4]
