The ballot title for Amendment 2 was as follows:

Amendment to Section 1 of Article IX of the Constitution of the State of Colorado, Providing for an Elective State Board of Education, Appointment by Said Board of the Superintendent of Public Instruction, Thereafter to be Known As Commissioner of Education, and Defining the Powers and Duties of Said Board and of said Commissioner.
