William James Wallace
William James Wallace (1837-1917) was a federal judge on the United States Court of Appeals for the 2nd Circuit, the United States Circuit Courts for the Second Circuit, and the United States District Court for the Northern District of New York. He joined the Second Circuit in 1882 after an appointment from Chester Arthur. He was reappointed to the newly formed Second Circuit on June 16, 1891. Prior to his appointment to the appellate court, Wallace served on the Northern District of New York after an 1874 appointment from Ulysses Grant. At the time of appointment, he was the Mayor of Syracuse NY. He served the Second Circuit until his retirement on May 8, 1907 when he returned to private practice.[1]

Federal judicial career
Northern District of New York
Wallace was nominated to the United States District Court for the Northern District of New York by President Ulysses Grant on April 2, 1874. He was confirmed by the Senate on April 7, 1874, and received commission that same day. He served on this court until April 25, 1882, when he was appointed to another judicial position.[1]
Circuit Courts for the Second Circuit
Wallace was nominated by President Chester Arthur on March 28, 1882 to be a judge of the United States Circuit Courts for the Second Circuit to fill the vacancy left by Samuel Blatchford. He was confirmed by the Senate on April 6, 1882, and received commission that same day. On June 16, 1891, he was reassigned to the United States Court of Appeals for the 2nd Circuit. He retired on May 8, 1907.[1]

On June 16, 1891 Wallace was reassigned to the United States Court of Appeals for the 2nd Circuit. He served the Second Circuit until his retirement on May 8, 1907. He was succeeded to this post by Henry Galbraith Ward.[1]
