My name is Will Hess. I was born in Dallas, Texas and I grew up in New Orleans, Louisiana playing trumpet and marching in the Mardi Gras parades annually with my brothers and sister.

I've now lived in Los Angeles for two decades upon moving here after finishing undergraduate studies at LSU in Baton Rouge where I earned my B.A. studying history. I earned my MFA from USC in Cinema Production right here in Los Angeles. I also earned a paralegal certificate from UCSD in La Jolla while living in San Diego for a two years.

Between 2006-2012 I wrote/directed/produced my first documentary entitled WITH GREAT POWER: THE STAN LEE STORY which was the official biography on Spider-Man creator and Marvel founder Stan Lee.

In 2012 I began shooting my second documentary currently entitled KING CAKE: THE JOIE DE VIVRE which looks back at the 300 year history of the city of New Orleans and its Mardi Gras celebration. I've interviewed 100 people for it and am currently editing and hope to have a cut at some point in the next year to submit out to film festivals.

I love music, documentary, film, art, writing, painting, etc. and will always be a proponent of funding for these items via the youth in class rooms and after school programs throughout our district. Unfortunately when budgets have to be tightened the arts are usually the first to feel it. There's an irony in there somewhere because without art to help us understand and appreciate life we'd go crazy.
  • I will make eradicating homelessness and cleaning up the district my #1 issue.
  • I will advocate and push for rebuilding of our infrastructure (Mass Transit underground subways, high speed magnetic levitation trains (like they have in Europe and Asia), desalinization plants, etc.
  • I will advocate for and promote planting one million trees and flowers in the district to beautify it.
The homeless problem is an area I am passionate about because I know we can do better. Things have gotten really bad just in the past few years and this goes hand in hand with the affordable housing issue.
I look up to people like JFK who was optimistic. Henry Ford for the genius of his time, the assembly line. Alexander the Great for leading from the front instead of from behind as so many do. I look up to the genius of Directors Steven Speilberg and Robert Zemeckis to tell a good story.
The most important characteristic that a politician can embolden is to be an honest individual. Someone who is capable of speaking to the everyday man in a relatable tone and make him feel like he's got your problems at heart. A business minded and efficient politician so as to avoid waste is a necessity as well. Bureaucracy can get so bloated and that contributes to the waste, so I think someone whom can with common sense evaluate and get rid of unnecessary rules and regulations put on the people years ago by those selfish individuals who would benefit fiscally at the expense of the people. Obviously there are some needed regulations but over regulating everything is bad. So common sense will go along way in trying to untangle the webs that have been woven by past administrations.
I am persistent. I have confidence. I am good at talking and relating with people from all walks of life. Going door to door on my campaign and meeting the voters and discussing the issues has been fun and some of my best memories of the campaign.
An elected person to this office should think big. They should set goals that may seem lofty but so what, if you accomplish some of them and not all then you are still better off if you had not reached for the stars to begin with. A core responsibility for this office is to be out in the public eye constantly doing tasks to improve the lives of those you serve. Do not hide from media and social media. Embrace it and get your message out to all on a large scale.

Yes. I do believe building relationships with other legislators in a bi-partisan manner on issues that we can come together on and make headway for the people. It is the very foundation of our democracy. Of 10 issues, if you disagree on each other's position on 5 but you can come together and accomplish something for the people on the other 5 issues, then that is fantastic and you will be more efficient at getting things done. There are too many politicians today that don't think for themselves. They are told how to vote by the party. That is not democratic. That upsets me because and the ones at the top telling others how to vote should be put in jail for they are poisoning our democracy. Vote based on issues, not down party lines.
