Ballot question

The following question appeared on the ballot:[1]

To fund City services and initiatives such as repairing roads, building and maintaining bicycle/pedestrian trails, reducing homelessness and its community impacts, improving educational and career opportunities for youth, and enhancing internet access and the use of smart technologies, shall the City of West Sacramento enact a 1/4 percent transactions and use tax (sales tax) raising approximately $3.3 million annually on an ongoing basis for general governmental purposes? [2]

Impartial analysis

The following impartial analysis of the measure was prepared by the office of the West Sacramento City Attorney:

The City Council of the City of West Sacramento has placed Measure E on the November 8, 2016 ballot. Measure E would, if approved by voters, raise revenue for general governmental purposes in the City of West Sacramento by establishing a 0.25 percent (i.e., 1/4 cent) transactions and use (sales) tax. A transactions and use tax is administered by the State Board of Equalization, and is allocated to the city where any goods are delivered or placed into use.

The transactions and use tax that would be established by Measure E is considered to be a “general tax.” As a general tax, the revenue generated by Measure E will be deposited in the City's general fund. Because this transactions and use tax will be a general tax, the City of West Sacramento will be able to use tax proceeds for any legal governmental purpose.

Also, because Measure E is a general tax, it will be approved if a simple majority (over 50%) of voters vote in favor of it. If approved, Measure E would become operative on April 1, 2017, and would remain in effect until repealed.

A “YES” vote is a vote in favor of authorizing the transactions and use tax. A “NO” vote is a vote against the tax. [2]
