Ballot title
The ballot title for State Lottery Measure was as follows:
“ | Shall the 1987 Act of the General Assembly which establishes a state-operated lottery become effective in Virginia? | ” |
Path to the ballot
A simple majority vote is required during one legislative session for the Virginia State Legislature to place a state statute on the ballot. That amounts to a minimum of 51 votes in the Virginia House of Delegates and 21 votes in the Virginia State Senate, assuming no vacancies. State statutes require the governor's signature to be referred to the ballot.
