The 9th Congressional District of Tennessee held an election for the U.S. House of Representatives on November 6, 2012. Steve Cohen was re-elected on November 6, 2012.[1]

Primary: Tennessee has an open primary system, in which any registered voter can choose which party's primary to vote in, without having to be a member of that party.
Voter registration: Voters had to register to vote in the primary by July 3, 2012. For the general election, the voter registration deadline was October 8, 2012.[2]

Incumbent: Heading into the election the incumbent was Rep. Steve Cohen (D), who assumed office in 2007.
This was the first election which used new district maps based on 2010 Census data. The ninth district is located in the southwest region of Tennessee. It sits entirely in Shelby county and includes the city of Memphis.[3]

In 2012, FairVote did a study on partisanship in the congressional districts, giving each a percentage ranking (D/R) based on the new 2012 maps and comparing that to the old 2010 maps. Tennessee's 9th District became more less Democratic because of redistricting.[7]

Cook Political Report's PVI
In 2012, Cook Political Report released its updated figures on the Partisan Voter Index, which measured each congressional district's partisanship relative to the rest of the country. Tennessee's 9th Congressional District had a PVI of D+22, which was the 39th most Democratic district in the country. In 2008, this district was won by Barack Obama (D), 77-23 percent over John McCain (R). In 2004, John Kerry (D) won the district 70-30 percent over George W. Bush (R).[8]

2010
On November 2, 2010, Cohen won re-election to the United States House of Representatives. He defeated Charlotte Bergmann in the general election.[13]
